This looks like a troll to me, but I will answer on the off chance it is genuine.
If you bought something, and paid tax, in Turkey, then your refund will be from the Turkish taxman. You could try contacting the embassy in London.
But I strongly suspect that if a tax refund was possible you would have had to get paperwork from the seller, and deal with it when you left the country. This is the situation for foreign visitors to buy VAT free in the UK.
